A three-phase delivery approach to progress the redevelopment of the Baytree Centre was agreed by councillors at a meeting of Brentwood Borough Council’s Assets, Projects and Strategy Committee this week (Wednesday 18 September). The Council purchased the shopping centre in 2021 and gained planning permission for a redevelopment scheme last year.
The plans recognise the challenging economic environment, which includes higher interest rates and build costs, along with the wider regeneration of Brentwood High Street that is needed. The three phases which will come forward for delivery are:
Phase 1 - Initial phase to carry out essential improvements to street furniture/signage etc. Working in partnership with Essex County Council Highways, it is proposed that these works will be completed by March 2025
Phase 2 - Development of a high-quality public realm scheme at the entrance to the Baytree Centre, providing a strong gateway to the rest of the centre and the wider town. This will include looking at delivery in partnership with key stakeholders and to incorporate the heritage Chapel ruins
Phase 3 – Comprehensive development review of the existing Baytree Centre and proposed consented scheme, which must meet the Council ambition to bring forward a diverse tenant mix, including retail and leisure uses which are complementary and act as economic drivers to the wider town centre.
Councillor Gareth Barrett, Chair of Brentwood Borough Council’s Assets, Projects and Strategy Committee said: “Our vision for the redevelopment of the Baytree Centre remains focused on creating a vibrant mix of retail, hospitality, and leisure offerings. We're working towards a modern High Street experience where people can shop, dine, socialise, and enjoy a variety of entertainment options. As we refine our plans, a cinema for Brentwood remains a central part of this, which aligns well with our overall ambition for a diverse and engaging town centre."
He added: “The recommendations we agreed at Committee this week are all about just getting on with it. This means we will finally see the first changes at the Baytree Centre this year, with structural and placemaking investments next year, and a viable, deliverable scheme for the final stage prepared from 2026."
