Neighbourhood portion of CIL

Neighbourhood CIL

The Community Infrastructure Levy (CIL) Regulations provide that a proportion of CIL collected by a charging authority may be spent to address “the demands that development places” on a local area. This proportion is often called Neighbourhood CIL.

The regulations established the “meaningful proportion’ for the Neighbourhood element, as being:

  • 15% for areas without an adopted Neighbourhood Plan and
  • 25% for areas with an adopted Neighbourhood Plan.

Template for Parish Council CIL Annual Monitoring Report

In accordance with CIL Regulations, a Parish Council must prepare a report for any financial year in which it receives CIL receipts. Please refer to the above 'Neighbourhood CIL Guidance' for accompanying information on this responsibility.

The following template may be used by Parish Councils as a starting point for the reporting of CIL receipts.
