The Brentwood Community Infrastructure Levy (CIL) Charging Schedule was adopted on 27 September 2023 at Ordinary Council, with an effective date of 15 January 2024.

Latest Examination News
30.08.2023 - On the 21 August 2023, the Council received the Inspector's Report on the Examination of the Brentwood CIL Draft Charging Schedule. It recommends that the Charging Schedule should be approved in its published form without changes. Receipt of the Inspector's Report marks the closure of the CIL examination. The Report has been published and is available to view here (PDF).
11.07.2023 - The Inspectors' Final Report on the Examination of the Brentwood Local Plan 2016-2033 (PSED8) has been published and is available to view on the Examination Library.
11.07.2023 - Brentwood Borough Council's Opening Statement (PSED7) to the hearing session held on the 11 July 2023 has been published and is available to view on the Examination Library.
11.07.2023 - The public hearing session for the Brentwood Draft CIL Charging Schedule Examination took place on the 11 July 2023. The session can be viewed on the Council's YouTube channel.
05.07.2023 - An updated Hearing Programme (PSED6) has been published and is available to view in the Examination Library.
05.07.2023 - Hearing statements have been received in response to the Examiners Matters, Issues and Questions (MIQ's) (PSED4) for the examination. The Hearing Statements (which includes the Council's response to the MIQ's) are available to view in the Examination Library.
29.06.2023 - The Examiner has published an updated Hearing Programme (PSED5) which is available to view in the Examination Library.
26.05.2023 - The Examiner has published the Hearing Programme (PSED2), Hearing Guidance Note (PSED3) and Matters, Issues and Questions (PSED4), which are available to view in the Examination Library. Please note the following key dates:
- Friday 23 June 2023 - deadline for confirming attendance at the hearing session with the Programme Officer.
- Friday 30 June 2023 - deadline for Hearing Statements
- Tuesday 11 July 2023 - examination hearing session (in person at Brentwood Council offices)
18.05.2023 - The Council published the signed copy of the Statement of Common Ground between St Modwen Properties and Brentwood Borough Council regarding Brentwood Enterprise Park and the CIL Viability Assessment Update, this can be found on the Examination Library.
23.03.2023 - The Council submitted the Brentwood Draft CIL Charging Schedule for examination.
The Examiner
Matthew Birkinshaw (BA(Hons) Msc MRTPI has been appointed to conduct the examination of the Brentwood CIL Charging Schedule.
The Programme Officer
Annette Feeney has been appointed as the Programme Officer for the examination to deal with all procedural, administrative and programming matters. She is independent from the Council and reports directly to the Inspector.
