We have started work on the review of the Brentwood Local Plan. As part of the initial work, we invite you to propose land within the Borough that may be suitable for the following uses:
- Housing and other residential uses such as specialist housing for older persons and also including Gypsy and Travellers sites
- Commercial - including employment, retail, sports and leisure and logistics
- Infrastructure – including community uses
- Green infrastructure - including open spaces and biodiversity net gain.
This process is known as the ‘Call for Sites’. The Call for Sites is an opportunity for landowners, development interests and communities to suggest possible sites that may be suitable for development or that could be used more productively or beneficially.
This Call for Sites consultation will help us to update our evidence base of potentially suitable and available land, both previously developed land and greenfield sites, for a range of possible uses.
Over the next 11 weeks we are inviting submissions of sites through our public consultation website opening from 4pm on 18 December 2023 and closing on 4 March 2024. Please provide as much detail and information as possible in your submission. All submissions will go through a validation process and we will contact you if we require further information.

It is important to note, the Call for Sites exercise will not in itself determine whether a site should be allocated for development. All sites will need to be further assessed and the overall strategy for the Local Plan Review will be informed by a number of evidence base documents and feedback from consultations. The submission of a site through the Call for Sites process does not give them any planning status, nor does it determine any future planning status.
Next Steps: Strategic Land Availability Assessment (SLAA)
Information collected during the Call for Sites consultation will feed into the Strategic Land Availability Assessment (SLAA), which is an important source of evidence to inform plan-making and decision-taking.
The SLAA Proposed Methodology has been published alongside the Call for Sites consultation and is open to public consultation during the same 11 week period. You can provide feedback on the SLAA Proposed Methodology using our public consultation website.
The outcome of the SLAA will not definitively allocate land for development but will contribute to the Local Planning Authority’s evidence base and ensure that decisions regarding site allocations are backed by robust and objective evidence.
